The esteemed council has not formally requested a change in the bill so far, and we have had several meetings with the council commissions, which, in my opinion, have removed the ambiguity.

The head of the Real Estate Organization of Tehran Municipality said about the properties sent to the city council: these properties can be divided into three or four categories. The first group are properties that are included in Annexes 1 and 8 of the submitted bill and include 1500 properties. The municipality has announced that these properties are under my supervision and has requested a different type of approval for them. Of course, the city council can reject these and give a different opinion.

Mohammadzadeh added: The opinion of the municipality was that these properties are not like the properties of section 6 and they are supervised and have not been removed from the management of the municipality.

The head of the Real Estate Organization of Tehran Municipality, in response to the question whether these 1,500 properties have contracts, said: “Most of these properties were provided in the form of a memorandum of understanding.” For example, in Sarai Mahallat, the municipality has power and the social deputy has direct supervision and control over them, and it is not like handing over to the private sector that has been removed from the municipality.

Opinion of the municipality and the council on the continuation of the activities of 58 properties in the possession of government institutions and agencies

Referring to the details of the properties, List No. 2 sent to the City Council said: “List No. 2 includes properties that are in the possession of government institutions and agencies and include 58 properties.” From the municipality’s point of view, it is necessary to continue working on these properties, and the city council can comment on the method of exploitation, and as far as I know, the council’s opinion is to determine their financial status in the accounts and books between the government and the municipality.

Mohammadzadeh, referring to the properties presented in list number 3, said: “About 95 properties in this list are in the possession of the private sector and the municipality has requested the continuation of these properties, and under the law of paragraph 6 of Article 55, they can continue their activities.” Give.

920 properties owned by non-municipalities must be vacated

The head of the Tehran Municipality Real Estate Organization, referring to the properties presented in list number 4, said: “There are 240 properties in this list that are available to individuals, and the municipality’s opinion was not officially announced until the bill was submitted, but based on a review.” Which was done after the bill, it has been decided to continue operating in almost one third of the properties and not providing activity in the other two thirds of the properties.

He continued: The list of properties that we announced for eviction is 770, which is mentioned in the cases of list number 5, and we categorically announced that they should be evicted. Of these, more than 440 properties have been vacated or assigned.

Mohammadzadeh said: “In short, a report of 2662 properties has been submitted to the city council, of which we announced 1500 properties under the control of the municipality, 770 properties should be evacuated and we did not comment on 240 cases. How to vacate property in the possession of non-municipalities

The head of the Real Estate Organization of Tehran Municipality, in response to the question that the eviction of 920 properties will be carried out, will the rent be collected from the residents or not? He said: the situation of real estate is different, those who have a contract, it is natural that it is done according to the text of the contract. For example, if the contract is free, the same will be done, because we can not cancel the previous action, unless the order is issued elsewhere.

He continued: “Some of these properties are residential units and their rent is obtained.” In some properties, unauthorized seizures have occurred and they are sitting on municipal property without a contract, and the necessary measures are being taken to restore municipal rights in them.

In response to the question, what is the municipality’s approach to the reclaimed property? He said: “In general, two things happen for the properties that we take back, if they can be used by the municipality itself, they will be in the same file, and if not, they will be in the process of being handed over.”

Mohammadzadeh added: “Some of these properties are not transferable, for example, a property in a park has been given to someone or a property has been transferred in a project, and it is true that its use is not correct, but it does not mean that the property can be sold.” However, this is done for those who can be transferred, for example, of the 440 properties taken back, many of them have been sold through debts and auctions, and some have been assigned to the occupier.

Some properties are assigned to people who have nothing to do with the municipality

He added: “When assistance is provided on a very large scale, it can be said that in general it was a desirable action for the staff, but in response to these questions, was the assistance provided to individuals the same?” Were they all among the groups that could not become homeowners without the help of the municipality? Are the units taken in medium and normal neighborhoods of the city? Were all those who received help municipal employees? It must be said; No, because when we go to these cases, we come across people who have nothing to do with the municipality who took the units and the property they received is in a very good place or the area of ​​the property is very large.

Mohammadzadeh, in response to the question whether the aid was distributed fairly among the employees, said: “No, this has not been the case in all the transfers.” There are cases, and these are not the majority, there are minorities who have not received municipal property in a balanced and appropriate manner with other employees.
