A marriage loan is a loan given to young people to start living together. Marriage loans are given only to the couple’s first formal marriage. Marriage loans have been on the rise over the years. Each year, the amount of the marriage loan is determined in the budget. Level marriage loan The current one does not even have the power to buy a loan a few years ago; Therefore, it seems necessary to increase it again within the framework of the annual budget.
Mojtaba Tavangar said about the marriage loan and the payment of the loan for childbearing in the 1400 budget: In recent years, the Islamic Consultative Assembly, in a commendable action, has improved the loan amount of the youth marriage in proportion to the expenses of this desirable tradition in the budget law.
The result has been the facilitation of marriage for young people. Increasing marriage loans from 3 to 10 million Tomans in the 2016 budget, from 10 to 15 million Tomans in the 1397 budget, from 15 to 30 million Tomans in the 1398 budget and from 30 to 50 million Tomans in the 1399 budget has been a path that has been taken in recent years. Is. In this regard, the repayment period of these facilities has increased from 3 years to 7 years.
He added: “In the beginning, the banks were opposed to increasing the marriage loan, and the increase in these facilities meant an increase in the marriage loan queue.” However, the supervision of the Central Bank and the follow-up of the members of the Islamic Consultative Assembly caused the banks to reduce their violations in this regard (including paying Qarz al-Hasna facilities to their managers and employees illegally) and by allocating Qarz al-Hasna resources to matters emphasized in the laws. For example, reduce the “marriage loan queue” to one-third.
Accordingly, according to the Central Bank, the marriage loan queue has increased from about 500,000 at the beginning of 2016 to about 130,000 in the middle of 1399. Fifty-five thousand people have not yet completed their case, which is due to warranty issues.
The member of the Economic Commission of the Majles, stating that according to the former head of the Central Bank, increasing the marriage loan and following the Central Bank in this regard, has reduced the deviation of Qarzat al-Hasna facilities, continued: Another positive step taken during the increase in marriage loans The legal requirement was to “use part of the current Qarz al-Hasna deposits to pay the marriage loan” in the relevant article of the budget, which prevented the banks from running out of resources in this regard. This year, for the first time, about 2% of these large bank resources have been used to pay Qarz al-Hasna facilities.
He added: “Although the increase in marriage loans does not solve all the problems of young people in forming a family, and for this important thing, several measures must be taken, but it certainly creates a significant facilitation in removing economic barriers to youth marriage, especially in the current situation.” It is considered as “the only significant support of the country for marriage and family formation”.
In addition, this policy is not dependent on the government budget and is managed with the resources of the good loans of the people in the banks; Therefore, it does not cost banks any money, because the deposits they received with the permission of the Central Bank at a rate of zero percent are allocated to this important according to the law and the instructions of the Central Bank.
Tavangar continued: “This policy, like other policies, may be somewhat deviant; But estimates show that deviating from the policy and receiving the facility from unconventional channels, such as forced marriage or the recently adopted child, is less than one percent, which is unique in its kind and cannot challenge the overall protectionist policy.
While even this one percent deviation is not due to the increase in marriage loans; Rather, it is the weakness of the banking system that forces a young person to take unconventional paths to get a small loan.
He pointed out: “Therefore, in continuation of the previous path, it is necessary to improve the marriage loan facilities this year in proportion to the increase in costs; Also, child-rearing loans should be allocated from the sources of the people’s good loans in the banks in order to support and facilitate the increase of the population.
This member of the Commission for the Consolidation of the 145th Budget Bill emphasized: Thus, based on the expert reports of the Resistance Economics Institute and in a conversation with the experts of this think tank, I will suggest that the following items be included in Note 16 of the 1400 budget bill:
– “Marriage loan loan should be increased from 50 to 80 million Tomans and its repayment should be increased from 7 to 8 years so that paying the installments will not cause any problems for the couple.”
– The amount of 20 million Tomans of Qarzat al-Hasna child-rearing loan from the same sources will be added with a 5-year repayment for allocation.
– Considering the strengthening of the Czech position in the country’s credit rating system, which has led to the exploitation of this capacity by some banks as guarantors of small loans, the Central Bank requires banks to deduct salaries for many young people instead of requesting a government guarantor. “It is not possible to ask for one or two guarantors for each loan with a valid check.”
Tavangar emphasized: The expert and statistical studies of the Institute of Resistance Economics and in a conversation with the experts of this institute, show that the resources of good loans in the banks are enough to increase the marriage loan and pay off childbirth loans to the proposed amount and in addition, the banks can Cover other expenses of Qarzat al-Hasna, such as employment, relief committee, etc.
Explaining the possibility of increasing marriage loans and paying Qarz al-Hasna loans for childbearing in the 1400 budget, he said: “According to the latest statistics published by the Central Bank for September this year, banks, after deducting housing fund deposits, equivalent to 165,000 billion tomans of Gharz al-Hasna savings deposits.” They have attracted people at a rate of zero percent, which after deducting the legal reserve, becomes about 150 thousand billion tomans.
In addition, the volume of current Qarz al-Hasna deposits, which was also attracted at a rate of zero percent, after deducting the legal reserve is about 430,000 billion tomans. Of this total amount (580 thousand billion Tomans), about 165 thousand billion Tomans of Gharz al-Hasna facilities have been paid to the people so far.
Tavangar added: “According to this, as well as the expert reports of the Institute of Resistance Economics and in conversations with the experts of this institute next year (based on September estimates), the loan repayment capacity of Gharz al-Hasna will be possible from the following channels:”
A) Repayment of Gharz-ul-Hasna facility installments: Estimates and statistics of the Central Bank show that more than 20% of the total volume of Gharz-ul-Hasna facilities are repaid annually through installments and are provided to banks as a new source for lending. Therefore, from this place in the next year, at least about 25 thousand billion Tomans of resources will be provided to the banks for granting Qarz al-Hasna facilities.
Two) Increase in Gharz-ul-Hasna savings deposits: The amount of Gharz-ul-Hasna savings deposits in September 2016 compared to the same period last year has increased by 51%. Statistics from previous years also show that Gharz al-Hasna deposits have grown by at least 30 to 50 percent each year. Accordingly, and taking into account the growth of at least 30% of Gharz-ul-Hasna savings deposits, next year 45,000 billion Tomans of new Gharz-ul-Hasna deposits will be provided to banks to provide Gharz-ul-Hasna facilities.
Three) Current Qarz al-Hasna deposits: If, according to the law, only 30% of the current Qarz al-Hasna deposits, which amount to more than 430,000 billion Tomans, are used to grant Qarz al-Hasna facilities, this place Next year, about 130,000 billion tomans will be available to banks to provide Qarz al-Hasna facilities, including marriage.
This member of the Economic Commission of the Majles reminded: Therefore, 70,000 billion Tomans from Gharz-ul-Hasna deposits and 130,000 billion Tomans from current Gharz-ul-Hasna deposits, in total 200,000 billion Tomans, will be the resources available to pay Qarz-ul-Hasna facilities next year. Banks will be. To pay 1 million marriage loans of 80 million Tomans (according to annual statistics), 80,000 billion Tomans of resources are needed; Also, if the majority of parents with new children also request a child loan of 20 million Tomans (1 million people), considering the rate of 1.2 million annual births in the country, this policy needs 20,000 billion Tomans of resources. Therefore, the proposed policy in 1400 requires 100 thousand billion Tomans of resources and facilities of Gharz al-Hasna Bank, which is possible according to the estimate of 200 thousand billion.
According to him, the other expenses of Qarz al-Hasna, which are mentioned in the 1400 budget bill, are as follows:
10 thousand billion tomans for job creation (paragraph b, note 16)
200 billion Tomans of the Prisoners’ Diyat Affairs Headquarters (Clause C, Note 16)
210 billion tomans housing deposit of families who bring the third child (paragraph 16)
7.5 thousand billion Tomans Other cases (paragraph and note 16)
The MP also said: “These cases will be about 18,000 billion tomans in total, which will not interfere with the payment of Qarz al-Hasna marriage and childbearing facilities.”
Accordingly, I have proposed a proposed replacement for paragraph A of Note 16 of Budget Bill 1400 as follows:
In order to support youth marriage and childbearing, the Central Bank of the Islamic Republic of Iran is obliged to oblige banks to borrow 80 million Tomans from their savings and current Gharz al-Hasna deposits in proportion to the share of the operating banks in these resources. 8-year repayment to each couple whose marriage date is from the beginning of 1997 onwards and 20 million Tomans Qarz al-Hasna loan for childbearing with 5-year repayment to the guardian of children born in 1400, by obtaining one or two valid guarantors Check and give promissory notes by the borrower. The Central Bank is obliged to set up a system in which the resources and expenditures of the banks’ loans are announced to the public separately by the place of consumption as well as the marriage loan queue of each bank, with daily updates.
