Regarding these problems, he explained: “Instability of economic and income activities will occur, because in practice, one or more twelfths of the budget should be used to run the country. So when this mobility is to be created, the maximum number should be written, but if minimal messages are to be sent, the budget will be written at the minimum of the previous year.
In this regard, Nadimi stated: “Based on such an approach, the parliament should define its ability to allocate the budget.” The budget of the companies is almost agreed, in the general budget there will be two or three scenarios. According to the first scenario of budget 99, with a difference of a few extra percent, the budget becomes 1400. The second scenario is to make a provision in the budget that assumes that the numbers are based on a 10 or 20 percent increase over the 99 main budgets and that the surplus is considered a doubtful budget. The former member of parliament added: “In spite of all this, I do not think that the main intention of the parliament is to eliminate the issue of the government budget by the end of the internal parliamentary negotiations, but this statement is part of more internal bargaining.” There is no harm to the government in terms of general rejection because it is responsible for the budget for the next half of the next year, so it will not be accountable for its performance, but if the parliament does this, it must be held accountable. Nadimi said about the government’s review of the budget: I was present in the joint commission of the government or the parliament for more than 8 parliamentary terms.
