The most important goals of the provincial higher education management plan were announced

The Deputy Minister of Research and Technology of the Ministry of Science, Research and Technology considered “decentralization” and “networking” as the most important goals of the provincial management plan and said: synergy of higher education institutions, their participation in decision-making and decision-making, as well as balancing and balancing the development of institutions. This is something that will happen with the help of the Provincial Management Council.

According to ISNA, Dr. Gholamhossein Rahimi in the meeting of the heads of universities and educational, research and technology institutes, which was held today (Tuesday) in the virtual hall of the Martyrs of Scientific Jihad of this ministry, said: The provincial plan of higher education, based on the approval of the Supreme Council of the Cultural Revolution. The organization of the higher education system, which was notified to the Ministry of Science in 2016 for implementation.

He added: “This plan contains 8 sub-plans, which include zoning, regional management, organizing higher education institutions, tailoring disciplines to needs, mission orientation, comprehensive system of technical and skills education, comprehensive system for measuring and accepting and improving the quality and ranking of higher education institutions.” Each of these projects is being implemented in accordance with the mission of the various deputies of the Ministry of Science.

The Deputy Minister of Research and Technology of the Ministry of Science continued: “The zoning and management plan of the region, which has been worked on in various fields, after holding several meetings, finally decided that it would be more effective if implemented at the provincial level and in geographical divisions such as It is seen as a province, there will be no problem in implementation; Because serious and heavy tasks will be placed on the management of the region.

Dr. Rahimi continued: in the provincial plan of higher education, where some tasks will be completely assigned to the province, the management of the plan will be the responsibility of large universities in the center of the province, and of course in some provinces where universities are homogeneous, management will be done periodically. شد.

Referring to the Ministry of Science’s attention to Article 1 of the Law on the Establishment of the Ministry and the Independence of Universities due to its administration as a board of trustees, he said: “This independence and self-government was practically not operational in many cases. Perhaps this provincial management plan will provide grounds.” This independence and self-government should take place in some of the tasks that are being pursued within the ministry or extra-ministries.

Dr. Rahimi continued: “Other benefits of implementing the provincial higher education management plan include reducing administrative bureaucracy, exchanging valuable experiences of universities in the country, not creating multiple and additional structures and at the same time maintaining the independence of universities.”

He pointed out: “In the meantime, there may be challenges and weaknesses that the universities themselves should try to address.” Of course, we must also prepare the ground for the implementation of the plan in a favorable manner. Therefore, accurate information and culture building are very important in this regard, which we are currently doing.

Referring to the importance of reviewing and reforming the processes, the Deputy Minister of Research and Technology of the Ministry of Science stated: The transfer of affairs to the provinces will take place gradually and gradually according to the readiness of the universities in the province. It may not even necessarily be the same for all delegations to universities in all provinces.

Dr. Rahimi also pointed to the use of potential capacities and said: “Once the implementation of this plan is provided, this capacity can be used and institutions operating beyond the Ministry of Science can be persuaded that the provincial management has a key role in decision-making.”

He asked the heads of universities to expedite the appointment of the head of the secretariat to implement the provincial management plan, taking into account the ability, high experience, motivation and having no executive responsibilities other than education and research, the secretariat with a minimum of facilities. Establish a center at the university and determine its structure. It is not necessary that all responsibilities be seen in the same parent university, for example, specialized working groups can be formed in member universities. In designing the structure, all capacities and capabilities of higher education should be seen and should be such that a division of provincial work is done and all technological and research capacities of the province are considered, whether they are in-person or out-of-university, such as Payame Noor University, Technical and Vocational or Islamic Azad universities. And be non-governmental.

The Deputy Minister of Research and Technology of the Ministry of Science continued: “The reorganization plan is a temporary plan that we hope will be completed by the end of this year, but the provincial management plan exists in the long run and will always be implemented, and the two are different.” What is important in this regard is to improve the quality of the higher education system, especially the emphasis on public universities and institutions of higher education and the presence of the Ministry of Science; Because these institutions are our indicators in terms of quality and their degree of importance is higher. Therefore, we expect a broad participation in quality improvement in the provinces and a specialized working group will be formed in this regard.

He pointed out that the affiliated institutions or the institutions that will be joined later as a result of the reorganization, should have the same standards that the mother university has. It is believed that disciplines that are very low in quality should be stopped, but not in such a way that the institution is closed. Rather, strengthen the active disciplines in terms of infrastructure, equipment, faculty, etc. In the planning plan, no higher education institution affiliated to the Ministry of Science will be closed, no faculty members or non-faculty staff will be unemployed, but all capabilities will be used and only the standards of the affiliated centers will be raised.

The Deputy Minister of Research and Technology of the Ministry of Science stated: In this plan, the management of the provinces is divided into two categories of tasks within the province and national, for example, mission orientation and tailoring the disciplines to the needs are two of the main plans of the planning plan. A special working group should be formed in the province and work should necessarily start from the province, some of which can be approved and implemented in the same province, and some can be approved and implemented at the level of the ministry or extra-ministerial institutions, or participate in establishing provincial laboratories. We will leave the establishment of growth centers and science and technology campuses to the province as far as the law allows. Of course, in this regard, there are operational challenges such as heterogeneity of institutions, paying attention to the authority of institutions and boards of trustees, which must be addressed with proper and intelligent management. Which will benefit from it in later periods as well.

According to the General Office of Public Relations of the Ministry of Science, he said in the end: the general planning and demographic plan of the provinces, which has been comprehensively prepared by the Program and Budget Organization, is available to the provinces, and another point is that there should be a provincial perspective in strengthening disciplines. The talent of the province must be done. In any part that can be transferred, it will be transferred, but in some cases there are legal restrictions and it must be approved by the Secretariat of the Supreme Council.
